Inspector's note: One caregiver was observed pulling a child by the arm in attempt to get the child to sit in a chair. A child, 3 years of age was observed running around the classroom, in which the caregiver/staff grabbed the child's arm and pulled the child throughout the classroom. The caregiver was then observed placing the child in a chair in an aggressive manner. During the actions of the staff, the classroom could be observed out of control, running around.
