Inspector's note: There were two groups of children on the playground. One group was nine 2-3 year olds with one caregiver and the other group was eight 12-24 mo olds with a SAG of 24mos with one caregiver. The caregiver of the 2-3 year olds left the playground and went to the bathroom, leaving the outdoor groups combined and out of ratio.
