[CA] Clean and sanitize area of dead cockroaches.

At time of inspection, the only hand wash sink in the facility lacked paper towels. Paper towels were maintained on the preparation counter across the facility. Hand soap cartridge was maintained outside of dispenser and required employees to hold up the cartridge to dispense soap. [CA] Handwashing facilities shall be equipped with handwashing cleanser and single-use sanitary towels in dispensers. Ensure hand soap and paper towels are readily available and easily accessible at all times. Paper towels shall be stored inside the dispenser to prevent potential contamination. [COS] Paper towel roll was provided. Manager arrived on site and placed towel roll inside dispenser.
