Paper towels were not available in restroom. [CA] Single-use sanitary towels shall be provided in dispensers at all times during operation; heated-air hand drying device may be substituted for single-use towels. [COS] PIC provided paper towels.

Paper towel dispenser in restroom appears to be broken. Paper towels would not come out of dispenser and a roll of toilet paper was provided on top. [CA] Repair/replace paper towel dispenser.
