OBSERVED IMPROPER WATER TEMPERATURE AT HAND SINK AT 70F IN KITCHEN. MINIMUM WATER TEMPERATURE MUST BE AT LEAST 100F OR ABOVE THROUGH MIXING VALVE OR COMBINATION FAUCET. PRIORITY VIOLATION. 7-38-030(C). CITATION ISSUED.
