PIC states an unknown individual intentionally plugged roof drain with an empty cup and turned on a garden hose and let it run to inundate the area with water and during recent rain causing excess water on roof. Nevertheless the roof does appear to still be leaking. Make all necessary repairs. It is recommended that the area in question be better secured with garden hose access locked to dissuade unauthorized use.
