Observed the restroom lacked a paper towel dispenser and paper towels. PIC stated that people clog his toilets with paper towels, so he only provides them upon request. [CA] Single-use sanitary towels shall be provided in dispensers; heated-air hand drying device may be substituted for single-use towels. [SA] PIC placed a paper towel roll at the restroom handsink.
