INSTRUCTED TO HOLD ALL COLD TCS AT 41F OR BELOW AT ALL TIMES. PRIORITY VIOLATION. 7-38-005. CITATION ISSUED. PIC VOLUNTARILY DISCARDED AT THIS TIME.
