3-501.16(A)(2); Priority; Packs of hot dogs in the cooler were above the ice and not maintaining proper temp. A container of chili inside the cold compartment on hotdog cart was also insufficiently buried in ice to maintain cold temperature. Maintain TCS foods in cold holding at 41F or less. CDI- hot dogs and chili were placed below the ice and PIC obtained more ice to maintain cold temperatures.
