Official wording
LICENSE REQUIRED. It shall be unlawful for any person to conduct or operate a food establishment without obtaining a license thereof. The license issued under this chapter shall be known as a food license. No person shall engage in the business of selling food by vending machines without a license. Licenses are not transferable to other locations and individuals unless permitted in other sections of the ordinance. (99-Or-119,§ 1, 10-29-99)
Inspector’s notes
The establishment is operating its Starbucks without an active food license. Management believed the restaurant license was being renewed annually with their grocery license. I advised them to submit a new restaurant license immediately to ensure compliance with City and State health code requirements.
In plain English
A required permit, food safety certificate, trained manager, or posted sign was missing or not current. These show the business is following the rules and has trained staff.

The business must employ at least one valid Minnesota Food Protection Manager's certification (CFPM). Find more information on the Minnesota Department of Health web page.
Inspector’s notes
The establishment (Starbucks) does not have a Minnesota Department of Health (MDH)–issued Certified Food Protection Manager (CFPM) certificate. The Manager on Duty stated that he has completed and passed the ServSafe food safety course but does not have the MDH-issued CFPM certificate. I explained to the MOD that, per Minnesota Statutes and Administrative Rules , the MDH-issued certificate is the only accepted food manager credential , and that the ServSafe certificate is only the first step toward obtaining the required MDH certificate. Informed the MOD to review the MDH CFPM Requirements for Food Establishments and ensure that the facility has a certified individual who meets all criteria to apply online for the initial Minnesota CFPM using the following link: https://mn-mdh.portal.opengov.com/categories/1087/record-types/6498
